Joel Moser & Spencer Shagoury to Discuss Impact of Climate Change on Assessing Real Estate at 2024 IAAO Legal Seminar

Shareholder Joel Moser and Spencer Shagoury will be featured speakers at the 2024 IAAO Legal Seminar, taking place in Chicago on December 12 and 13. The theme for the seminar, which brings together members of the assessment and property tax industry, is “Navigating Change,” where attendees will hear from international experts on the preeminent issues affecting property assessments.

On Day 1 of the seminar, Joel and Spencer will lead a session titled “The Impact of Climate Change on Assessing Real Estate.” This presentation will review how climate change and extreme weather events such as hurricanes, flooding, wildfires, droughts, sea level rise, and other natural disasters are impacting property tax assessments. The session will examine how assessment legal theory is designed to navigate such change, and then explore real case studies and how various assessments have deployed strategies to model and appropriately incorporate the effects of climate change in determining just values. Finally, the session will review the growth of large wind, solar, and transmission projects and the legal and assessment practices required to ensure fair and equitable assessments for this unique class of properties.

As chair of the firm’s Property Tax & Valuation Team and an associate member of the International Association of Assessing Officers (IAAO), Joel regularly presents about the emergent and perennial issues facing taxpayers, assessors, communities, and public and private entities. He has advised clients on over multiple billions of dollars in property tax assessed values and teaches across the country on successfully managing large abatement appeals. In addition, Joel has litigated some of northern New England’s largest property tax abatement cases, including those involving renewable energy projects and power plants, so-called “dark stores,” and large commercial properties. Joel also co-chairs Bernstein Shur’s Energy and Environmental Practice Groups.

Spencer is an attorney on the Property Tax & Valuation and Litigation & Dispute Resolution teams, where he assists clients in general commercial litigation matters, but also brings extensive experience with regulatory energy proceedings, employment litigation, and property tax disputes.
