Shareholders Matt Tarasevich and Ann Freeman of Bernstein Shur’s Municipal & Governmental Services practice group will speak at the 78th New England Management Institute, hosted by the Maine Town and City Managers Association (MTCMA). The event will feature a range of sessions designed to enhance the skills and knowledge of municipal professionals.

Freeman and Betsy Oulton, president of HR Maine Consulting, will lead the “Deep Dive: Employee Discipline and Performance Improvement Plans (PIPs)” session. They will offer insights into best practices for employee discipline and avoiding legal pitfalls. Attendees will learn about effective policies for delicate situations and best practices for performance improvement plans.

Matt Tarasevich will join the panel for “How to Successfully (and Lawfully) Navigate a First Amendment Audit.” With the rise of First Amendment auditors, preparing your municipal buildings, town managers, and staff for visits has become critical. Kendra Amaral, Town Manager for the Town of Kittery, and Bill Post, Asst. City Manager for the City of Augusta, will join Matt to discuss the legal rights of auditors and local governments, sharing experiences from communities that have faced such audits.
