Bernstein Shur Shareholder Appointed to International Association of Assessing Officers Task Force

Portland and Augusta, ME and Manchester, NH (Feb 5, 2018) –N. Joel Moser, a shareholder at Bernstein Shur, one of New England’s largest law firms, has been appointed to the International Association of Assessing Officers (IAAO) Task Force on Contracting for Assessment Services.

The five-person group will meet virtually and in-person throughout 2018 to develop best practices and guidelines for municipalities that contract out assessing services. Because it frequently is not economic to maintain substantial in-house assessing resources, many municipalities enter into service contracts with assessors’ agents or specialized firms for individual and/or municipality-wide property tax valuations. To ensure those contracts align with industry best practices, municipal staffs rely on IAAO resources and guidelines.

Moser’s appointment to the Task Force grew out of his work with the ME Association of Assessing Officers and as chair of Bernstein Shur’s Property Tax and Valuation Team. “I’m looking forward to sharing lessons learned in ME with other jurisdictions,” said Moser. “The firm’s Property Tax and Valuation Team has worked with municipalities for seven decades. We believe our expertise and deep knowledge of municipal contracting will add value to the Task Force, and in turn, municipalities around the country.”

Moser is a member of the firm’s Energy Practice Group and the Municipal and Governmental Services Practice Group, and chairs the firm’s Property Tax & Valuation Team, where he assists public and private clients with assessment appeals, tax collection, and current land use programs, as well as analysis and modeling of local property tax obligations. Moser also represents generation facility developers and owners, competitive electricity suppliers, renewable energy companies, and utilities in regulatory compliance matters across New England. He resides in Lewiston, ME.
